According to Oficemen, cement consumption rose by 18.5% to almost 1.7 million tons in October 2025. The annual figures show growth of 10.9%, indicating a strong recovery in construction activity. Over the last twelve months, the total has reached more than 16.2 million tons, an increase of 10.4%.
Exports fell less sharply than earlier this year, down 7.4% in the first ten months, while imports rose by 28%. The sector head emphasizes that European industries need protection from imports from countries with less stringent environmental regulations.

IS SPAIN FACING A NEW REAL ESTATE BUBBLE?
The Banco de España states that there are some signs of a real estate bubble today, but that the situation cannot be compared to that of 2007. The bank emphasizes that house prices are still around 20% lower than they were then, that the increase is mainly due to limited supply and strong demand, and that there is no excessive debt burden on households or developers. Moreover, price increases are mainly concentrated in areas with limited supply, such as the islands.
The financial position of Spanish households is more stable, banks apply strict mortgage criteria, and the proportion of risky debt remains limited. By the end of 2025, only 15.8% of households are expected to bear a high financial burden.
The report also points to another risk: high public debt and the lack of approved state budgets make it difficult to control government spending. The digital transition, geopolitical tensions, aging populations, and the green transition require resources that are needed to maintain budgetary balance.
