Friday 1 November was All Saints' Day, a day off in Spain. Many people are using the long weekend to offer support in the Valencia region hit by a natural disaster. Thousands of volunteers are on the road with cleaning materials and boots, which authorities appreciate, but they stress that good coordination is essential. The spontaneous influx of volunteers is heartening, but without experience or instructions, logistical and safety problems arise. Emergency services ask that volunteers register with coordination centres to make their efforts effective and safe.

The recent floods in Spain evoke comparisons with the deadly 2021 European floods, highlighting the failure of warning systems and the urgency of adapting our infrastructure. Climate change makes such heavy rainfall events much more likely and intense. Scientists warn that these events will become more frequent, driven by a warming atmosphere and warmer ocean waters. While forecasts are often accurate, effectively warning and protecting communities is proving challenging. They call for rapid, large-scale adaptations in cities, landscape and infrastructure to mitigate future risks.

WHAT IS THE TAX ON A SECOND RESIDENCE IN SPAIN?
As a resident, you must declare in your personal income tax return that you own foreign property.
You are also required to declare the income from the foreign property, even if you do not rent it out.
Due to the double taxation treaty between your country and Spain, only Spain has the right to tax property located in Spain.
So this means that your country cannot tax your holiday home in Spain.
However, income from Spanish property is eligible to determine the progressive personal income tax rate (progression reserve).
Example: Your annual taxable income is €37,000.
The highest rate applicable here is 45% on part of your income.
You buy a second residence which increases your taxable income by 5,000 euros to 42,000 euros.
In principle, you will not be taxed on that 5,000 euros but now the highest rate of 50% applies to part of your income.
